    "EACH LOSS of life is heartbreaking," President Bush said Tuesday, as the 2,000th death of an American soldier in Iraq was recorded. That is surely one thing about which everyone in an increasingly bitter and polarized debate regarding the war can agree. The sacrifice of American lives, and the debilitating injuries suffered by thousands of others, have devastated families and wounded the nation. That the totals are relatively small compared with those of previous U.S. wars, or the tens of thousands of Iraqis who have died, does not change that.

We went to the so-called Hanoi Hilton, the jail where American POWs were kept and where McCain spent much of his 5 1/2 years in captivity, most of the time being brutalized, some of the time being tortured. It was a dark, fetid place where waves of claustrophobia washed over me, and I wanted to flee, as McCain could not have done. "Nice place, huh?" he said to me as we left. For the stoical McCain, that amounted to a primordial scream.

    RICH COUNTRIES should give more money to poor ones. But it's even more obvious that, when they do give money, they should do so in a helpful way. The United States, for example, should not promise food for famine victims half a world away, then allow those victims to starve because it insists that the food must be bought domestically and shipped across the ocean on American vessels. Yet this and other forms of "tied aid" are common. A Bush administration plan to untie part of U.S. food aid is being held up in Congress.

    AT HIS CONFIRMATION hearings, Chief Justice John G. Roberts Jr. gave hope that he might be more open to letting television cameras into the Supreme Court chamber than was his predecessor. He did, however, say that he "would want to listen to the views of . . . my colleagues" on the subject. Unfortunately, some of his colleagues remain unalterably opposed. Justice David H. Souter declared in 1996 that "the day you see a camera come into our courtroom, it's going to roll over my dead body." More recently, in a rare interview this month, Justice Antonin Scalia was equally dismissive. "Not a chance," he told NBC, "because we don't want to become entertainment. . . . I think there's something sick about making entertainment out of real people's legal problems. I don't like it in the lower courts, and I don't particularly like it in the Supreme Court."
