We Americans are now supposedly discovering poverty for at least the fourth time since World War II. The first occurred in 1962, when Michael Harrington's classic "The Other America" appeared. To a nation generally dazzled by its newfound suburban prosperity, Harrington described the grim realities of West Virginia shanties and inner-city slums. Then there was Lyndon Johnson's "war on poverty" and later what was often described, rightly or wrongly, as Ronald Reagan's war against the poor. Now Hurricane Katrina has purportedly raised America's consciousness once again.

The president is planning to rely on "spending cuts" instead to pay for rebuilding New Orleans. Yeah, right - and if you believe that, I have some beachfront property in Biloxi I'd like to sell you. The underlying message of all these stories is that the Bush team sees no reason to change course in response to Katrina.

LIKE A RICKETY house that was already falling down, the federal flood insurance program has been destroyed by Hurricane Katrina. The theory of the program is that people who choose to live in areas prone to flooding should pay for that risk by buying insurance; they should not expect taxpayers around the country to rescue them from their own recklessness. But the truth is that, after a disaster like Katrina, the federal government will bail everybody out whether they are insured or not; it's humanly and politically unthinkable to do otherwise. Because the likelihood of a federal rescue is so strong, there never was much incentive to buy insurance. The huge federal effort after Katrina will undermine the program further.

THE MOST important German election in decades has produced a dismal result for Germany, the European Union and the transatlantic alliance. As expected, Chancellor Gerhard Schroeder of the Social Democrats failed in his attempt to win a new mandate, but his principal opponent, Angela Merkel of the Christian Democratic Party, also did not win enough support to form a government. The two big German parties combined received the lowest percentage of votes in 50 years, and the balance of power in Parliament will be held by three smaller factions -- one of which, the new Left Party, is a noxious mix of anti-globalization populists and former East Bloc communists.

IN ANNOUNCING his opposition yesterday to the nomination of Judge John G. Roberts Jr. to be chief justice of the United States, Senate Minority Leader Harry M. Reid (D-Nev.) made a remarkable statement: "The president is not entitled to very much deference in staffing the third branch of government, the judiciary." Leave aside the merits of the Roberts nomination, which we support; if Mr. Reid regards Judge Roberts as unworthy, he is duty-bound to vote against him. But these are dangerous words that Democrats will come to regret.
